[Spambayes] Spambayes stopped working and now can't be uninstalled to reinstall

I'm running Windows XP Pro and have been using Spambayes for years.
Recently, the software stopped moving files and I couldn't manually move
them to my junk folders either.  I thought maybe a reload of the software
would fix the problem.  I did an uninstall using Add/Remove Programs but the
toolbar buttons weren't removed.  I then did a reinstall and tried to
manually move mail but nothing happens.  I done several uninstalls and
reinstalls and cleaned Spambayes referenced items from the registry but to
no avail.  The toolbar icons remain and do nothing.
