[Texas] JetBrains Willing to give PyCharm Licenses for the drawing

Thanks for the help on this Osye. I've moved the sponsor logos to the
top and arranged them horizontally so they're all viewable without
scrolling.  There is also a "Special Thanks" section listing the
contributions from our sponsors, including a link to a page listing
the prize giveaways : http://pytexas.org/PrizeGiveaways2010
