I'm not quite sure why a regional Python organization needs to have its
own domain name. If you want to get a sub-domain of python.org, that
could be arranged; if you want to just have content below
http://wiki.python.org/moin/LocalUserGroups
you can add this yourself without asking anybody. We don't have the
resources (in terms of people, not money) to handle site management for
all local user groups world-wide; people need to self-organize for this
to work (and do local fund-raising if they consider the the
infrastructure offerings of the PSF inadequate).
