What I fear if we get many more bug reports is that they are
all feature requests: Why doesn't Python do this and that?...
Isn't it clearly obviously the right thing that it should have
this feature? There might also be an increase in help requests:
I did this and that, and it didn't work - clearly that's
a bug in Python; please let me know what to do.

Many of these reports really deserve an answer "please *think*
before typing". How could Python possibly do what you expect it
to do?

Allowing emails submission only for registered users is a good
thing - it gives people time to think a little more before
submitting their issue, and it make most not wanting to embarrass
themselves for writing non-sense.
