[Tracker-discuss] Getting Started

It seems we still have two outstanding points we haven't agreed upon:

* Where to keep the source (I favour a plain subversion + python.org setup)
* What meta tracker to use (I agree with a plain roundup setup on the box)

There seems to be general consensus on everything else.
