Ok, it's fine with me: the tracker team should come up with a policy,
and then present this policy to python-dev. Current subscribers
should know that the information volume changes, and what they should
do to get added to the nosy list of some item.

FWIW, I don't subscribe to python-bugs-list at all. Instead, I get
auto-assigned for a few areas (Tkinter in particular), and check
the bugs website more-or-less regularly.
