It is configured to deliver mail as the roundup user. If the error
appears through the web then it suggests that Apache doesn't have
permission to read the file - it has already been created successfully
by roundup-mailgw.

When I browse do the above URL I do see your message. I'll create
another test issue to see if I can reproduce your permission error.
