Right, it seems that no one ever gets the distinction right.  Users
shouldn't be able to change the priority either if this is setup.  I'm
not sure it's really worth it.  Very few of the categories are used in
SF.

Google's tracker is setup differently.  There are very few categories,
but you can assign arbitrary tags (labels) to each issue.  I was
somewhat opposed to this initially, but after using it a bit during
the design, I found it to be easier.  I would prefer to remain as
lightweight/minimal as possible.  Only add something when we really,
really need it.
