[Tracker-discuss] tracker instance setup

Hi there,

what's the status of the server / tracker instance ?
What is holding us back to instantiate the tracker ?

For now I'm running a local copy of the tracker to
see changes I make, but in order to be able to discuss
proposed changes with everyone else we should first
start the real instance, even if we only use fake data.
