[Tracker-discuss] new tracker is up and running, please review !

It is ok now. I had the same experience once, with a new tracker not
creating the files directory, and I was running the roundup server with
Apache proxy, not mod_python. In my case it was caused by a mail submission
and I didn't have the mail user in the roundup group or something like that.

I think that the roundup server / Apache proxy-pass setup does have the
advantage that one never again needs to get into the Apache space and can
just be an 'ordinary' user after that. (I like having a fake user that we
all sudo to, and having it 'own' roundup.)

But I know nothing about performance.
