See my other reply concerning the appearance (or not) of the issue class
name in the URL.

Well, at least 'roundup/' is redundant in the URL above, so it can indeed
be further shortened. To my eye 'http://issues.python.org/issue36' is
as short as you can make it, without removing useful information.
