[Tracker-discuss] [issue130] Submitter cannot withdraw issue

The Roundup way to 'withdraw' would be to close the issue. If we have made
it so that the user does not have this priv that would be the problem. It
takes an admin to 'retire' an issue and that isn't really something we want
to do normally.
