[Tracker-discuss] [issue136] Have default page group by priority

Right now, when you visit bugs.python.org, the open issues are grouped by
severity.  It would probably be more useful to group by priority as it is more
important to get issues dealt with that are a top priority rather than ones that
happen to be severe but not an immediate issue.
