[Tracker-discuss] [issue85] prevent comment duplication

I don't know how complicated that would be, but can it be implemented that if a
comment is submitted that exactly is the same as the previous comment, it is not
added to the bug? (other changes to metadata could be made though)

I've seen this frequently with the SF.net tracker, obviously because of some
user-side reload/back-forward issues.
