          If someone signed a message with their email address, it would be
visible. This is not fixable.
         Anonymous  users cannot see the user list ; they can see the names
of users.

                Verified. The 'Create New' does not appear.

* Are users with the User role allowed to create new and discuss

              Yes.

* Are users with the Devel role allowed to do what they are supposed to do?
