I'd like to propose that people get a chance to play with the tracker before it
goes life, and in particular have bugs.python.org already point to it during
that time. For that, it is critical that the tracker has a clear message

"This tracker is not yet in production use. Use SourceForge to report bugs for
the time being"

in red and in all prominent places, e.g. right below the python.org logo
