I think the 'spam' button should be on messages and issue. Please check 
the template to find out when the Remove button is displayed.

Please also check Roundup's permission system: Thinks you don't have
permission to are completely hidden. So if spammy things are visible
only to the Admin and Developer roles, an anonymous user or a logged-in
non-anonymous user just won't see the spammy messages.

If you have a spam flag on the messages, then an issue should be
marked unaccessable if all its messages and files are spammy.
