Perhaps we should go through and clean up who has Developer
privileges?  If we said people needed to change their usernames to
match their svn name would it be difficult to just programmatically
disable Developer privs for everyone who doesn't match the svn list
(which is available from http://www.python.org/dev/committers)?  This
could at least initially clean out stale accounts.  From there we can
just add people as needed.

Or maybe this just an isolated incident and we really don't need to
spend the time.
