You may want to start by checking the page at
http://wiki.python.org/moin/TrackerDevelopment. It has details on how
to set up a local roundup instance. That should be the first step
before contributing any patches. Once the local set up is done, you
may check the meta-tracker at
http://psf.upfronthosting.co.za/roundup/meta/ and see if you can
submit patches for any problems reported there.
