[Tracker-discuss] SPAMBAYES_URI (Was: Call for volunteers to help maintain bugs.python.org's issue tracker)

Initialization of the tracker under Windows is a little trickier because the
extension contains (or used to contain) 'link ../ etc.' which doesn't work.
In my local installation I removed the spambayes extension.

I also removed the audit2to3 detector (because it has the user
'collinwinter' hardwired)
