On SourceForge, I have used it quite often. I use it in cases like
a) "I assume (although you didn't say) you did this and that,
    which cannot work because of such and such. Will close the
   issue soon."
b) "It's been a long time. If you are still interesting in pursuing
   the issue, please let us know."

I'm not a native speaker of English; it doesn't mean much to me.
It's called Pending in roundup because that's what it was called
on SF.
