Additional data-point: email from Martin on issues on which I am nosy _does_
arrive in my inbox.  I have noticed, also, that such direct emails are sometimes
html formatted, when the copy of the same email to the bugs list is not.  Also,
I don't see the weird encoded-word encoding of given-name+username on emails
directly to me, but I did see it on emails to the bugs list when they used to
get through.

So, there is some difference in the paths take by those two email transmissions
that is dropping emails with non-ASCII given-names on the ground.
