The 'Summaries' reports in the left hand side menu include closed issues. Those issues are not very relevant for most users of the tracker.

This issue only affects the 'Assigned to you', 'Followed by you' and 'Created by you' reports.

One use-case the current behaviour breaks wrt. the previous reports: I use the 'assigned to you' report to get a quick summary of the amount of bugs that I should work on, and the count at the bottom of that report is no longer useful for that.
