One issue at a time, please. Your original request was to get more information than from CSV export, which I think is satisfied with the XML-RPC access, so I'm closing this issue as resolved.

Notice that the Python bug tracker really is an installation of Roundup (roundup-tracker.org), so your question on export features are better asked there. I also recommend to start with regular questions on the mailing list, instead of submitting a bug report right away.

In addition, I recommend to study the source code of Roundup, which is free software. Doing so will allow you to conclusively determine what features are available and which are not. There are differences between a regular Roundup installation and bugs.python.org; the code for the latter can be found at hg.python.org/tracker.

As for the specific case of accessing the history: if you find out that it's currently not exportable (which I don't know - I would have to research myself), feel free to contribute a patch that allows such export. If the patch is not deemed acceptable for Roundup itself, we may still be able to incorporate it into our installation.
