Have you checked this http://roundup.sourceforge.net/docs/user_guide.html#date-properties ?
IIUC if you use from/to with times you have to use the absolute time (i.e. if now it's 10:00, and you want the issues from 4 hours ago to 2 hours ago you would have to specify from 06:00 to 08:00).
