Maybe you haven't enabled readline support?
To do that, edit the file Modules/Setup in the python source directory and
uncomment the line
readline readline.c -lreadline -ltermcap
close to the top.
If the file doesn't exist, copy the file Modules/Setup.in to Modules/Setup
and edit.
