[Tutor] Executing an executable with commandline options

Hello,

I'm coding a launcher for my favorite game and don't understand how two
execute an executable with command line options passed to it when the
run game icon is clicked.

To be exact this is what I what to do;

hl.exe -console -dev (among other commands)
