Easiest way would probably be using locale.format in some code I do:

oldloc = locale.setlocale(locale.LC_ALL)
locale.setlocale(locale.LC_ALL, 'en_US')
locale.format('%d', some_num, True)
locale.setlocale(locale.LC_ALL, oldloc)
