Whether or not it's positive or negative depends on which side of GMT/UTC
you are, of course :)  Note that the result in is seconds, too:

>>> import time
>>> time.timezone
-43200
>>> time.timezone/60/60
-12

(I'm in NZ, 12 hours ahead of GMT/UTC).
