You can do it this way:
>>> from numpy import *
>>> m = zeros((5,5), int)
>>> m[1:4, 1:4] = 1
>>> m
array([[0, 0, 0, 0, 0],
[0, 1, 1, 1, 0],
[0, 1, 1, 1, 0],
[0, 1, 1, 1, 0],
[0, 0, 0, 0, 0]])
