[Tutor] Picking up citations

Hi!  I want to process text that contains citations, in this case in legal documents, and pull-out each individual citation.  Here is a sample text:

Before attempting to solve this problem I thought I'd first ask if anyone has seen a solution before?  

If not, I'll follow-up with some rules and an initial attempt.
