In general start with the most specific source you can find. So if the
tool/library has a mailing list or web forum ask there first - or
possibly email the author. If there is no such forum try the main Python
list comp.lang.python on usenet or the equivalent mailing list (they are
just different representations of the same messages).
If that fails then move up a level again to some of the more general
mailing lists for your OS or perhaps a generic programming web site, but
you had better have done your homework/searches first or you can expect
to be flamed!!
But nowadays most libraries have at least an author email link or a web
forum/wiki/blog of some sort,
