ah, that was supposed to be the same as your previous message with the
attachment.  there, it's easy to see what is wrong:

Need dictionary =  {40885: 9, 37869: 3, 46041: 1}
Belt Counter ==  Counter({'40885': 9, '37869': 3, '46041': 1})


Need uses integer keys.
Belt Counter uses string keys.
Those won't compare equal...
