Sorry about that.  Peter just proposed CherryPy and _cphttpserver was my 
first guess (and got a hit).  Looking at _cpwsgiserver I already prefer 
it over _cphttpserver purely on the basis of indentation ;)

I also notice it doesn't use SimpleHTTPServer.
