[Wheel-builders] manylinux deployment update

Great!

I did some tests by uploading some Cython wheels from Matthew's
collection with twine along with the official macosx wheel from the
official pypi archive.

https://testpypi.python.org/pypi/Cython

I checked that wheel filenames with tags such as
manylinux1_x86_64.linux_x86_64 and linux_x86_64 are rejected as
expected (while manylinux1_x86_64 alone works obviously).

I also checked that pip 8.1 is able to install the wheel from that index:

# pip install -i https://testpypi.python.org/pypi/ cython
