[XML-SIG] xmlproc 0.40

I just released xmlproc 0.40. It now implements nearly all of the XML
1.0 specification (known deviations are listed on the home page), some
bugs have been removed, and DTD information is now accessible in
several ways.

A speedup release (0.41) with some bug fixes and improved conformance
will hopefully arrive within a month.
