[XML-SIG] XML Installer for Windows

Howdy,

I got the request to revive my XML installer.
I did so with the current CVS from April 19,
and would like if somebody can find problems.

I'd also like to know how to get the Wise
source into the CVS again. Last time nobody
seemed to care about my update.
