That means that we require all Win32 users to have MSVC++ installed.
I don't think that's reasonable. In other words, if the binaries are
not in the CVS tree then I think they should be available somewhere
else.

That is a valid point.  Perhaps the binaries should be in the
distribution, but not in the source tree?
