  I still think its better to add this code to the beta now.  If we
find bugs that can't be resolved reasonably before the final release,
we can still back them out.  The DTDHandler changes I think are pretty
important; I'd hate to have to say that the SIG contributors did all
this work and it still wasn't XML 1.0 conformant.
