Summary: sax2 drivers for sgmlop

Initial Comment:
The attached tarball holds a sax2 driver for parsing 
XML files using sgmlop, and a sax2 driver for parsing
html files using sgmlop. The latter will use the HTML
4.0 DTD to try to handle missing closing tags and
missing elements in the source.
