Likely to be deliberate, because I don't think you can have a DOCTYPE
without a system ID; the two choices are:

<!DOCTYPE PUBLIC pubId systemId>
<!DOCTYPE SYSTEM systemId>

Is this actually causing a problem for you?  Is pubId present while
systemId is "" or None?  If so, what parser aare you using, and what
does your file's declaration look like?
