Summary: sgmlop returns Unicode

Initial Comment:
This patch enhances sgmlop:

It adds a third parser type (XMLUnicodeParser)
that returns Unicode objects to the application. The 
parser recognizes all 8bit encodings in the XML header 
and decodes the 8bit characters accordingly. The 
encoding defaults to UTF-8. (This could be changed 
easily or made customizable)
