[XML-SIG] DOM and empty namespaces

I would like to add an assertion in the NS methods of 4DOM, to make sure
that they are not called with empty strings as the namespaceURI. 

An alternate way would be to silently change the empty string to None, but
I'm not too keen on that. Maybe a Warning could be used on python 2.1.
