Summary: utils.py/xmldtd.py for ErrorPrinter

Initial Comment:

For some reason ErrorPrinter doesn't
have a way to set the locator, and
it overrides the ErrorHandler init
that would normally set the handler.
Here's a possible patch that gives
a getter/setter & a locator=None arg,
plus gives location and text method
for the handler. The default is to
leave things as they are. (self.locater=None)
