I've already replied to Mike privately that this part was exactly the 
interesting bit for the discussion.  The resolver mechanics are a matter of 
separate interest: Mike Olson and I are moving to re-factor that completely 
into a DOM/SAX-style InputSource object that can be shared across Python/XML 
tools (this is the PEP I plan to write as soon as I figure out what format to 
use).
