[XML-SIG] regression testing framework

Is anyone working on updating the regression testing framework based
on what's currently in Python?  For output-based tests, we'd gain
ndiff-style comparison of the actual and expected output, which would
be a huge improvement.

If no one is currently working on this (or at least considering it),
does anyone have any objections?
