[XML-SIG] Create a 'sandbox' module?

I'd like to get the RELAX NG code into the public CVS so that other
people can poke at it, but it's nowhere near being suitable for
inclusion in the xml/ tree.  My suggestion is that we imitate the
python-dev group and create a 'sandbox' module in CVS, for
experimental code bases.  Any objection to doing this, or to the name
'sandbox'?
