[XML-SIG] SAX2 driver built on RXP

I've packaged the RXP parser for use as a SAX2 driver within PyXML. 
It's not complete, but seems usable to me.

Pro's: Since it is built on RXP which is implemented in C, it is
  both fast and validating.

Con's: (1) Requires building RXP. (2) RXP is covered by the GPL,
  which probably means that we will never want to include it as
  part of the PyXML distribution.
