[XML-SIG] XUL and Python

I can't find the announcement, and PyXPCOM's development has gone very quiet 
since Mark Hammond left ActiveState, but I'm pretty sure PyXPCOM was 
incorporated into the Mozilla build just prior to Mozilla 1.0 release.
