Again, I recommend to reconsider your requirements. Why does this
problem need to be "solved"?
If people use such characters - fine: have them use UCS-4 builds.
On Windows, you will not get UCS-4 builds for atleast 5 years - since
Microsoft won't change the Windows API to UCS-4.
